Michael P. Kelly has served more than 25 years in significant posts in the public housing arena. Currently, Mr. Kelly is the General Manager of the New York City Housing Authority (NYCHA). Michael Kelly was appointed General Manager of the New York City Housing Authority by Chairman John B. Rhea on October 1, 2009. He is responsible for the day-to-day operation of the nation's largest public housing agency, with over 178,000 residential units spread across the City, the administration of the country's largest residential assistance program assisting approximately 100,000 additional households, overseeing more than 11,000 employees and managing an annual budget in excess of more than $3.4 billion dollars in federal, state and local assistance. NYCHA residents and tenants combined occupy 13.2% of the city's rental apartments. Were NYCHA a city unto itself, it would rank 19th in population size in the U.S.
Mr. Kelly came to NYCHA from the District of Columbia Housing Authority (DCHA) where he served as Executive Director since 2000. Before joining DCHA, Mr. Kelly was the Executive Director of the New Orleans Housing Authority (HANO) from 1995 to 2000 where, among other achievements, he was successful in removing the agency from HUD's Troubled Housing Agency list. Prior to his tenure at HANO, Mr. Kelly was the Executive Director of the San Francisco Housing Authority for two terms.
Mr. Kelly is an active professional in the affordable housing industry. He currently is the President of the Council of Large Public Housing Authorities, an advocacy organization whose 60 members represent virtually every major metropolitan area in the country. He is a Founding Board Member of the National Organization of African Americans in Housing, and serves on the Board of Trustees of the National Housing Conference.
Mr. Kelly received his BA in Architecture and Urban Planning from Princeton University. He received a Master's in Architecture from the University of California at Berkeley and a Master's in Education from San Francisco State University. He is also a member of the American Institute of Architects, the National Organization of Minority Architects, and the American Planning Association. Mr. Kelly is the only registered architect to head a large public housing agency, and is the former Harvey-Wadsworth Professor of Urban Affairs at Tulane University's School of Architecture. As an adjunct professor, Mr. Kelly taught Urban Neighborhoods & Sustainability at Howard University's School of Architecture & Engineering. He is a USGBC LEED Green Associate, as well as a certified planner and member of the American Institute of Certified Planners.
