Shanna Rose
Assistant Professor of Public Financial Management
Shanna Rose studies the politics of government budgeting. Her research examines how public spending is shaped by political institutions, such as federalism and term limits, and economic institutions, such as rainy day funds and balanced budget rules. She also studies the role of interest groups in the policy-making process.
She is currently writing a book on the politics of funding health care for the poor (Medicaid). Her other current projects investigate the political manipulation of revenue forecasts and campaign contributions by health-care lobbyists.
Professor Rose teaches the Wagner School's core finance course as well as upper-level courses in public economics and government budgeting. In 2009 she was voted Professor of the Year.
She holds a Ph.D. in political economy and government from Harvard University.
