Michael Birnbaum

Adjunct Associate Professor of Public Administration

Michael Birnbaum is a senior health policy analyst at the United Hospital Fund. The Fund is the nation's oldest federated charity; its mission is to shape positive change in health care for the people of New York. Mr. Birnbaum's work focuses on New York's Medicaid program, including spending, enrollment, and the impact of federal and state policy proposals.

Prior to joining the Fund, Mr. Birnbaum served as an analyst in the Congressional Budget Office, where his unit forecast federal health care spending and estimated the fiscal impact of health legislation. After attending Wesleyan University, he earned graduate degrees from the London School of Economics and Cambridge University. Mr. Birnbaum holds adjunct faculty appointments at Columbia University's Mailman School of Public Health and New York University's Wagner School of Public Service.
