Cleopatra Charles was born and raised in Saint Lucia, West Indies. Her primary research interests involve public and nonprofit budgeting and financial management, public policy, and municipal finance. Her dissertation focuses on the financial impacts of tax and expenditure limitations and budget stabilization funds. She has presented scholarly papers at national conferences including the Southeastern Conference for Public Administration and the Association for Budgeting and Financial Management Annual Conference. She is a member of the American Society for Public Administration, the Association for Budgeting and Financial Management, and the Association for Public Policy Analysis and Management.
