Colin Chellman

Lecturer on Public Administration

Colin Chellman is currently a doctoral student at the Wagner School and a researcher at the Institute for Education and Social Policy (IESP) at New York University, working on issues of education finance and equity, urban policy, and financial management. His dissertation addresses the effects of No Child Left Behind and state-legislated education accountability systems on school racial segregation and resource distribution. Before joining IESP, Colin was a researcher at the Wagner School’s Center for Health and Public Service Research (CHPSR), analyzing government budgets and exploring questions of intergovernmental fiscal relations as they pertained to the provision of social services for children, including education and health care. His work has been published in Education Week as well as academic journals Educational Policy, Education and Urban Society, Ethical Business, and the Journal for Nonprofit Management.

Before beginning Wagner’s PhD program, Colin held a variety of positions with the Council on Economic Priorities (CEP), including Research Manager and Manager of International Corporate Research; at the Council, he oversaw research projects concerning corporate responsibility, basic workers' rights, and employee health benefits. He joined CEP after receiving his BA and Master’s degrees: He received his BA in International Relations/Political Science from the Johns Hopkins University, followed by an MPA from the Wagner School, with a specialization in Public Finance and Financial Management.

In addition, for the past eight years, Colin has served as an Adjunct Professor of Public Administration at NYU, teaching courses in public policy, nonprofit and government financial management, and public finance.
