Dr. Yousuf Rahman is a veteran public sector economist and an econometrician who was employed by New York City’s Office of Management and Budget (OMB) from 1986 – 2013. Covering four administrations he played a key role in preparing economic and tax revenue forecasts, budgeting and framing fiscal policy for the City of New York. He served as Assistant Director in charge of OMB’s Tax Policy Division and as Chief Economist for over a decade prior to his retirement. He has been associated with Wagner as an adjunct faculty since 1992. Dr. Rahman holds a Ph.D. in economics from The City University of New York Graduate Center.
This course covers the theories and analytical methods for performing financial condition analysis of state and local governments. Topics include the analysis of regional economies, revenues, expenditures, debt, pension, and internal resources.
