Shanna Rose
Assistant Professor of Public Financial Management
Shanna Rose studies the politics of government budgeting. Her research examines how public spending and taxes are shaped by political institutions, such as federalism and term limits, and budget institutions, such as rainy day funds and balanced budget rules. She is currently writing a book on the politics of funding health care for the poor (Medicaid). Some of her other current projects focus on revenue forecasting, campaign finance, and the effect of federal tax policy on the states. Professor Rose teaches the Wagner School's core finance course as well as upper-level courses in public economics and government budgeting. In 2009 she was voted Professor of the Year. She holds a Ph.D. in political economy and government from Harvard University.
