R Mark Musell

Adjunct Assistant Professor of Public Administration

R. Mark Musell spent 25 years at the Congressional Budget Office in Washington, DC studying the federal budget and providing Members of Congress and their staff with budgetary information and analysis. He is the author of scholarly works on budgetary issues ranging from law enforcement assistance to federal workforce restructuring. Mr. Musell is a nationally recognized expert on federal personnel management and is an advisor to the National Academy of Public Administration’s Public Service Panel. He was a contributor to the report of the first Volcker Commission on the Public Service. Mr. Musell holds an M.P.A. from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
