Adjunct Lecturer of Public Administration
Justin Walter currently serves as Assistant Commissioner for Contract Agency Finance at the New York City Department of Youth & Community Development. In this capacity Justin oversees DYCD’s annual budget of approximately $350 million and the financial administration and oversight of DYCD’s roughly 2,600 contracts with 1,300 community based, non-profit, youth and community service providers throughout the City. Prior to joining DYCD Justin worked for more than 5 years at the NYC Office of Management & Budget, most recently as a Unit Head in the Administrative Agencies and Elected Officials Task Force. Justin has also held positions at the Manhattan Borough President’s Office and the Manhattan District Attorney’s Office. He served as a teaching assistant to Professor Shanna Rose for her class on State & Local Government Budgeting in the fall of 2008.
Justin obtained a Master of Public Administration in Public and Non-profit Management and Policy at the Wagner School in 2008, with a specialization in Finance. He received his Bachelor of Arts in Political Science from the Johns Hopkins University in 2003.
