Politically-appointed leaders – ‘pop-up.’ They come from outside the agency – sometimes outside of the field – for a leadership position that is explicitly temporary, and into a position that may be of a considerably greater managerial-scope than their previous roles. That structure poses some challenges to good public management, but when done well, also tremendous opportunity. Join Professor Kathy O’Regan for some reflections on her time as a pop-up leader, as an Assistant Secretary at the Department of Housing and Urban Development in the Obama Administration.
