David Quart, AICP, is an Adjunct Assistant Professor of Urban Planning. He is currently the Regional Real Estate Market Leader at VHB, a national engineering, planning and design firm with public and private clients in the transportation, real estate, institutional, and energy industries. David leads the firm’s integrated real estate services practice to support new development, redevelopment, land acquisition, permitting compliance, and transportation improvements. Previously, he spent nearly 14 years in NYC government, most recently as the Deputy Commissioner for Strategy, Research, and Communications and Chief of Staff for the NYC Department of Housing Preservation & Development. Before that he was the Senior Vice President of Development for the NYC Economic Development Corporation. He has advanced and delivered transformational policies and projects that have strengthened the city’s affordable housing stock and central business districts, and increased public access to the waterfront. He holds a Masters of Urban Planning from NYU Wagner and a BS in Engineering from the University of Pennsylvania.
