Dr. YOU Fei is a social policy researcher and policy-making participant with the Beijing government in China. His research interests include social innovation, social governance, public service, and party politics. In recent years, YOU Fei has served as a senior fellow at the Center for International NGOs and Foundations of Beijing Normal University. He has also worked as a visiting scholar at Tsinghua University, broadly focusing on social enterprise and social innovation.
YOU Fei’s monograph is “An Analytical Framework of Governing Behavior of CCP (Chinese Communist Party)”. He is the drafting participant of two Beijing municipal white papers: “Beijing Municipality 13th Five-Year (2016-2020) Plan of Social Governance”, and “Beijing Municipality 12th Five-Year (2011-2015) Plan of Social Development”. YOU Fei is the co-author of two policy papers: “Conceptual Framework, Strategic Analysis, and Action Plan of the Development of China’s Social Enterprises” (adopted by Beijing municipality) and “On the Development of Social Enterprises to Promote ‘Mass Entrepreneurialship & Innovation’ Strategy Suggestions” (adopted by Chinese premier Li Keqiang).
YOU Fei has participated in several research programs, including “International Comparison of Social Enterprises in the World focused on China Mainland Models” (an EMES program), “China-based NGOs Going Aboard” (National Social Science Fund supported), “Development of International NGOs” (Ministry of Civil Affairs funded), and “Construction of Social Innovation Park in Chaoyang District of Beijing Municipality” (Beijing Municipality Social Development Fund supported). He was a translator for the Chinese version of “Social Enterprise and the Third Sector: Changing European landscape in a comparative perspective”, edited by Jacques Defourny, Lars Hulgard, and Victor Pestoff. YOU Fei is also the founding executive editor of both the Social Development Research Reference and China Social Reform Review.
