concept. In recent decades, streets have been
transformed into public spaces for a variety of
reasons, from crafting outdoor seating plazas in
Times Square to carving out protected bike lanes.
Throughout the pandemic, New York City restaurants
turned to streets, sidewalks, and curbs to bring
dining safely outdoors.

It is clear that New York City streets (and other
outdoor spaces, such as the sidewalk, curbs, and
other plazas) can serve many public needs and will
continue to do so.
