Step 2: Degree Requirements & Course Plans

Degree Requirements

Please review the degree requirements below. For quick reference in the future, bookmark the EMPA Public Service Leaders program checksheet.

  1. EXEC-GP 1194 Strategic Leadership for Public Service Organizations (4.5 credits) - You will take this in late August before your first semester (Aug 26-29, 9:00am-5:30pm), and will complete a final group project during the fall semester. This course counts towards your fall 2019 credit total.
  2. EXEC-GP 2141 Financial Decision Making and Management (3 credits) - You will take this during your first semester (fall 2019).
  3. EXEC-GP 3190 Leadership Confronted (4.5 credits) - You will take this during your second semester (spring 2020).

The EMPA Public Services Leaders program requires 12 credits of core coursework (see above) and 18 credits of elective coursework, for a total of 30 credits. 

  • At Wagner, courses are offered at the 3-credit or 1.5-credit level, based on the course's contact hours.
  • Two EMPA core courses with more intensive meeting patterns award more credit: EXEC-GP 1194 Strategic Leadership for Public Service Organizations (fall, 4.5 credits) & EXEC-GP 3190 Leadership Confronted (spring, 4.5 credits)

International students studying on a visa: you must maintain full-time status (at least 9 credits per fall/spring semester), unless approved for a full-time equivalency or a reduced course load.

Financial aid recipients: enrollment in at least 9 credits per fall/spring semester yields full-time status, and enrollment in at least 4.5 credits per fall/spring semester yields half-time status. For information about January and summer terms, as well as conditions for full- and half-time equivalencies if enrollment is less than the standard credit amounts, visit Wagner's page on enrollment status.

In accordance with Wagner's policies on academic progress and maintenance of matriculation, in order to graduate you must:

  • satisfy all degree requirements that were in place when you entered the program
  • be in good academic standing (cumulative GPA of 3.000 or higher)
  • complete all degree requirements within five years of initial enrollment

Suggested Course Plans

Review the full-time course plans if you intend to graduate in one year (September 2020) or less (May 2020). Review the part-time course plan if you expect to be enrolled in the program for more than one year.

If you plan to complete the program in one year or less and are not an international student studying on a visa, we suggest:

  • First semester (Fall 2019): 15 credits—EXEC-GP 1194 Strategic Leadership for Public Service Organizations in late August (4.5 credits) + 10.5 credits during fall semester (3 from EXEC-GP 2141 Financial Decision Making and Management + 7.5 elective credits)
  • Second semester (Spring 2020): 12 credits—EXEC-GP 3190 Leadership Confronted (4.5 credits) + 7.5 elective credits
  • January 2020 (between fall & spring) and/or Summer 2020 (after spring): 3 elective credits
  • Note: If you complete degree requirements over the summer term, you will earn your degree in September, but can still petition to participate in May graduation ceremonies. If you would prefer to earn your degree in May, avoid summer coursework. 
  • Note: If you would prefer to limit coursework to fall and spring semester only, we suggest 16.5 credits in your fall semester (4.5 from EXEC-GP 1194 Strategic Leadership + 12 credits during fall semester) and 13.5 credits in your spring semester.
     

 

If you are an international student studying on a visa, we suggest:

  • First semester (Fall 2019): 15 credits—EXEC-GP 1194 Strategic Leadership for Public Service Organizations in late August (4.5 credits) + 10.5 credits during fall semester (3 from EXEC-GP 2141 Financial Decision Making and Management + 7.5 elective credits)
  • January 2020 (between fall & spring): 3 elective credits
  • Second semester (Spring 2020): 12 credits—EXEC-GP 3190 Leadership Confronted (4.5 credits) + 7.5 elective credits
  • Note: If you would prefer to avoid January coursework, redistribute the 3 credits allotted to January in the plan above to your fall/spring semester(s).

Part-time students typically earn at least 6 credits per fall/spring semester, and at least 3 credits in the summer term if taking coursework then. Enrolling in less than 4.5 credits in a fall/spring semester or less than 3 credits in a summer term without an approved half-time equivalency would impact your eligibility for financial aid.

  • First semester (Fall 2019): 7.5 credits—EXEC-GP 1194 Strategic Leadership for Public Service Organizations in late August (4.5 credits) + EXEC-GP 2141 Financial Decision Making and Management (3 credits) during fall semester

  • Second semester (Spring 2020): 7.5 credits—EXEC-GP 3190 Leadership Confronted (4.5 credits) + 3 elective credits
  • Remaining elective credits to complete: 15
