Can the application fee be waived?

Yes, the application fee can be waived for individuals who demonstrate need. In order to seek an application fee waiver, you must submit a letter from your undergraduate office of financial aid stating sufficient justification for the waiver.

Applicants who are currently engaged as full-time volunteers with no other sources of income must submit documentation from the appropriate organization.

Who should write my letters of recommendation?

Letters of recommendation should be written by people who know you well and who have been responsible for evaluating your academic or professional work. Professors and workplace supervisors are both appropriate. [up]

Does my recommender have to use the recommendation form that is provided with the application?

It is preferred that recommenders fill out the forms that are supplied. If your undergraduate institution provides a recommendation service, it is not necessary to have these forms completed.

What is the minimum GRE score the admissions committee requires?

No minimum score is required. The admissions committee is looking for applicants who demonstrate that they can handle graduate level coursework and who will excel in the professional world of public service. Applicants can show evidence of their academic abilities through their undergraduate record, any relevant graduate level courses they've taken, and the GRE. [up]

What if I can't find my school's name on the "Academic Information" section of the online application?

If your school's name is not listed, please select "International School" as a placeholder, and we will confirm the school you have attended upon receipt of your official transcripts. Please follow these steps:

1. Click the Look Up button.
2. Type "International School" into the name field.
3. Click Search.
4. Select "9900 International School"

My scanned transcript is too large to upload into the online application. How can I reduce the file size?

Please scan your transcript in black and white at 150 dpi (dots per inch).[up]

Will late GRE or GMAT scores be accepted?

Scores that arrive after the application deadline may be reviewed at the discretion of the review committee. If you are worried that your scores will arrive past the deadline, please self-report your unofficial score in the online application. Self-reported scores will suffice for the purpose of review, and will be confirmed upon receipt of your official scores. [up]

Can students reapply if they have been declined admission?

Yes, applicants may reapply if there is a significant change in their profile, such as gaining several years of relevant experience or successful completion of graduate level coursework in a relevant field. [up]

International FAQ

Is there a separate application for international students?

There are no unique application forms for international students to complete, however, to allow enough time for visa processing, etc., international students should submit their application and supporting materials by the scholarship consideration deadline for the semester in which they wish to enroll. In addition, international students applying to the masters programs should submit official TOEFL and TWE scores if their undergraduate education was in a language other than English. [up]

Does my degree/credentials make me eligible to apply to the Wagner School?

The list below provides general information on the degrees/credentials from non-U.S. schools which make you eligible for admission to the Wagner School. In determining your eligibility, use the general rule of four years of university level education. To avoid any delay in the review of your application, it is very important to carefully review the information under "How do I submit official transcript information from a non-U.S. school?"

  • Bangladesh, India, Pakistan & Sri Lanka
    Bachelor's and/or master's degree requiring a minimum of four years of university study.
  • Canada
    Three-year bachelor's degree from Quebec; four-year bachelor's degree from all other provinces.
  • France or French patterned educational systems
    A Maitrise or a diploma requiring four years of post-baccalaureate study from a university or a Grand Ecole.
  • Germany
    A university Diploma, Magister Artium or Staatsexamen. Graduates of Fachhochschulen and Berufsakademies are not eligible. The Vordiplom by itself is not sufficient.
  • Indonesia
    Sarjana or Sarjana Legkap, awarded after five years of university study.
  • Italy
    Diploma di laurea di dottore, requiring four to six years of study or pursuant to Bologna Agreement requiring three years of study. Note that Bologna Agreement institutions will be evaluated on a case-by-case basis.
  • Mexico, Spain and South America
    Completion of all courses and thesis or professional exams required for the titulo or degree of Licenciado or Bacharel.
  • People's Republic of China
    A bachelors' degree representing four years of university study.
  • Russia
    The five-year diplom which is typically completed after five years of study.
  • Turkey
    The laciness or licentiate is considered the minimum required degree.
  • United Kingdom
    Three-year bachelor's degree from England or Wales or the four-year bachelor's degree from Scotland.

How do I submit official transcript information from a non-U.S. school?

When reviewing your credentials we will need to know 1) the courses you completed; 2) the grades/evaluations you received for those classes; 3) that you were awarded your degree. This means that you should submit original official transcripts (with courses and grades noted) which also indicate your degree conferral. If your transcripts do not indicate the awarding of your degree, you should submit a copy of your diploma along with your official transcripts.

If your institution does not issue transcripts as defined above, you must submit a letter, in a sealed envelope, from the institution stating its policy.

If you cannot obtain transcripts directly from the institution and you possess an original transcript, you may submit copies which have been certified by an appropriate embassy or consulate in the institution's country. To ensure the validity of the institution's transcripts, you should follow these steps:

  1. Submit your original transcripts to the embassy or consulate.
  2. Ask the embassy or consulate to copy the transcript and stamp each page of the copy verifying its authenticity.
  3. Ask the embassy or consulate to provide you with one sealed envelope containing the verified transcript. The back of the envelope should contain the embassy or consular officer signature to reflect the unaltered, true contents.
  4. Submit the unopened envelope and a photocopy of the degree conferral and/or diploma with your application.

What if my transcript is not in English?

You are required to submit both the official transcript and its English translation. If the institution you attend does not provide an English translation with the official transcript, you must obtain a certified English translation before submitting your application. Following these steps will ensure the validity of your transcript:

  1. Secure an official transcript from your institution in a sealed envelope.
  2. Submit your unopened official transcript to the translator.
  3. Ask the translator to prepare an official English translation.
  4. Ask the translator to provide you with one sealed envelope containing both your original transcript and its English translation. The back of the envelope must contain the translator's signature to reflect the unaltered, true contents.
  5. Submit the unopened envelope with your application.

Do I have to take the TOEFL?

Applicants whose native language is not English and who have not received a Bachelor's Degree in an English-speaking institution must take the Test of English as a Foreign Language (TOEFL) and the Test of Written English (TWE). All international students applying to the Ph.D. program whose previous education was conducted in a country where English is not the native language must submit TOEFL and TWE scores. When registering for the exam, you should ask Educational Testing Service, the administrator of TOEFL, to send your score directly to the Wagner School using our institution code of 2507 (no department code is needed) TOEFL scores must be less than 2 years old in order for it to be considered valid.

How do I get my Visa

Admitted students will receive, with their acceptance letter, an Application for Certificate of Eligibility (AFCOE). The completed AFCOE along with financial support information should be submitted to the Office for International Students and Scholars (OISS) who will then process the appropriate documents for securing a visa.
