Paul Smoke, Professor of Public Finance and Planning and Director of the PNP MPA, teaches courses on public finance, development planning, governance and development assistance in developing countries. His research and policy interests include urban and regional development and the political economy of fiscal reform and public sector decentralization. He previously taught in the International Development Program and directed the Master in City Planning Program at MIT, and he worked as a resident policy advisor with the Harvard Institute for International Development in Kenya and Indonesia. Smoke is a Senior Research Associate at the Overseas Development Institute (London), serves on the Economic Advisory Council of the Millennium Challenge Corporation, is on the Board of Directors of the Local Public Sector Alliance, and is a commissioner on the Sustainable Development Solutions Network Global Commission for Urban Finance. In 2022 he was named to Apolitical's 100 Most Influential Academics in Government.
His research and policy work has covered multiple countries, including Indonesia, Kenya, Cambodia, Uganda, South Africa, Vietnam, India, Ethiopia, Palestine, Yemen, Brazil, Nepal, Egypt, and the USA. Selected efforts include co-managing an initiative on the political economy of decentralization at the World Bank, an advising the development of a handbook on democratic decentralization practice for USAID, prearing a comprehensive review of the evidence on the impact of decentralization on local development outcomes for the UK Department for International Development, developing an integrated decentralization diagnostic with the European Commission, managing an NYU Wagner project on reforming the architecture for public finance reform in developing countries (funded by the Gates Foundation), working with a consortium of international agencies on subnational finance for the Inter-Agency Task Force on Financing for Development, participating in an OECD-led group working on fiscal decentralization and inclusive growth, advising a World Bank Independent Evaluation Group review of strengthening subnational government capacity, working with the World Bank on approaching climate change in decentralized systems, working with the Inter-American development bank on the role of local governments in the Covid-19 pandemic response, and working with the International Finance Corporation on subnational government borrowing for infrastructuree investment in middle- and lower-income countries.
Smoke has published in numerous journals, including World Development, Public Administration and Development, International Journal of Public Administration, Third World Planning Review, Regional Development Dialogue, Public Budgeting and Finance, Economic Development Quarterly, and Journal of Developing Areas. He has written or edited several books, including Decentralization in Asia and Latin American: Towards a Comparative Interdisciplinary Perspective (2007) and Making Decentralization Work: Democracy, Development and Security (2010). Traditional development planning has adapted (unevenly) to these trends as they have unfolded. This course presents an overview of the evolution of the theory and practice of planning in developing countries with a particular focus on subnational governments. A central theme is that there are certain universal norms and processes in development planning, but the structure and performance of a planning system depend heavily on the economic, political, institutional and cultural context of a particular country. Although some of the initial development agencies are still operating and remain influential, the way they function has evolved and important new players have entered the field. This course provides an overview of contemporary debates in international development assistance with a detailed review of the major actors - multilateral, bilateral, and nongovernmental. The course explores the political economy of donor-client country relationships, the key accountability challenges that have emerged, and the link between accountability and aid effectiveness. Particular emphasis is given to recent approaches to development assistance that have attempted to bridge the accountability-effectiveness divide. The course closes with consideration of the likely and possible future of development assistance.

We focus on specific reforms intended to improve government performance and promote good governance as rapid economic, political and social changes-both global and local-- evolve in different countries at various stages of development. Major topics include establishing and enhancing rule of law, property rights, and regulatory regimes; developing more effective organizational structures, civil service systems and anti-corruption mechanisms; and creating and enhancing frameworks and policies for public sector fiscal management, decentralization, public-private partnership and citizen engagement. As we work through the topics, we consider competing theoretical perspectives and empirical evidence. An underlying theme is the need to go beyond the mainstream tendency to use pre-packaged tools and narrow frameworks in pursuit of single "right" answers. Rather, the course uses diverse case material to challenges students to use rigorous and creative analysis to seek levers of change that matter and are feasible in particular contexts.

The course focuses on economic analysis, but attention is also given to political, institutional and cultural considerations that are critical for effective policy design and implementation.
This course introduces the theory and practice of institutional reform in developing and transitional countries. It reviews the evolution of international development paradigms, examining how the role, structure, and management of institutions, the public sector, and non-governmental organizations have changed in response to shifting economic and political trends, with a particular emphasis on accountability. The focus is on major institutional and managerial reforms intended to promote good governance as less developed economies liberalize and their societies democratize. Key topics include issues of property rights, knowledge and innovation, learning, the rule of law, decentralization/intergovernmental relations, civil service reforms, anticorruption, citizen engagement, and public-private partnerships. In addition, the roles of international development aid and the external institutions that support institutional and managerial reform in developing and transitional countries are introduced. The course concludes with a synthetic review and a comparative case study exercise.

This course provides students with foundational analytical tools that facilitate their ability to understand the interactions among various interests, institutions, ideas and individuals in the policy-making process. It prepares students to disentangle the dynamics of power and politics throughout the policy process at three distinct levels: at the national level in the U.S. and other OECD countries, in the "developing" country context, and at the transnational level. We examine the dynamics of agenda-setting, framing, the role of analysis and evidence in the policy process and the rise of "evidence-based" policy; the role of deliberation and transparency; insights from behavioral economics and social psychology on regulation and incentives; how social movements and advocacy organizations influence the policy process; the role of street-level bureaucrats; and the relationship between evaluation, learning, and policy change. The emphasis throughout is on mixing the development of conceptual and analytical tools with diverse, context-rich case studies and classroom exercises aimed at developing a real world proficiency in policy analysis.

International and domestic efforts to respond to the severe global challenge of climate change are on the rise and evolving. Despite the importance of action from multiple levels of government, public sector reforms to address climate change and to promote decentralization and or intergovernmental relations tend to be designed and managed separately. Intergovernmental relations have administrative, fiscal, and political dimensions. This paper focuses on climate action at the subnational government level through administrative decentralization and intergovernmental collaboration. The Paris Agreement acknowledges the climate change-decentralization connection, noting a need for the engagement of all levels of government and various actors. The bottom line is that the appropriate mix of subnational climate actions will vary because climate change needs and feasible responses, as well as intergovernmental structures and the nature and degree of decentralization, differ across countries. The paper is organized as follows: section one gives introduction. Sections two and three, respectively, provide concise summaries of basic climate change issues and policies and the principles and practices of decentralization and intergovernmental relations. Section four covers the intersection of climate change action and decentralization. Section five reviews administrative decentralization for climate change action. Section six presents illustrative cases drawn from secondary materials to illustrate how selected administrative functions are used in specific situations and the types of interactions among them. Section seven concludes with some synthetic observations and offers general guidance on assessing the prospects for enhancing and supporting subnational administrative action on climate change.

Improving service delivery outcomes has long been at the top of the agenda in international development. The urgency for action has intensified in the face of a global pandemic, climate change, and worsening inequality. Despite a shared agenda, approaches to attaining this goal have been fragmented across different fields of public sector expertise, including sector financing, public financial management, and decentralization. Progress is slow, but some barriers are breaking down. One area that has received particularly limited attention is how sector finances are managed in diverse multilevel systems of government, and how these arrangements may affect service delivery. This paper starts to fill that gap by looking across the relevant literature and applying an intergovernmental lens to health sector financing arrangements in four African countries with different intergovernmental systems—Ethiopia, Kenya, South Africa, and Uganda. While generalization is elusive, the paper demonstrates the value of more purposefully incorporating intergovernmental structures and dynamics into the analysis of sector financing and service delivery. An exploratory analytical framework is proposed as a means of building knowledge and generating practical ideas for improvement. The paper concludes by setting out an agenda for further work at the intersection of decentralization, public finance/financial management, and sector financing.

Ensuring adequate subnational revenues is a core concern of fiscal decentralization. Available empirical evidence suggests that subnational revenue generation in developing countries rarely meets needs and expectations, even where conventional advice has been or seems to have been followed. Are mainstream principles inappropriate, or are they just poorly applied? This chapter argues that both factors are often at play. Basic principles can be challenging to use, ignore certain critical factors, and say nothing about implementing the often demanding reforms they call for. The chapter outlines and illustrates common factors and dynamics at play and suggests how policy analysts might use and move beyond the mainstream principles to define more pragmatic and sustainable paths to subnational revenue reforms.
Uganda was long considered one of the most successful cases of public sector devolution in the developing world. The post-conflict national government began robust empowerment of local governments in the early 1990s. The drive for reform emerged largely from domestic political forces with little involvement of the external donor agencies that have often promoted decentralization in countries with similar development profiles. Two decades after this highly touted reform began, the system has severely deteriorated on almost every aspect by which decentralization is usually judged. This chapter documents the economic, political and social dynamics that led to the rise of decentralization and also laid the foundation for its decline. The chapter concludes by suggesting possible future scenarios for the intergovernmental system in Uganda and drawing potential lessons for other countries considering such bold reforms.

Although decentralization and reactions against it have become increasingly important policy trends in developing countries, the study of this nearly ubiquitous phenomenon has been largely fractured across academic disciplines, geographic regions, and the academic-practitioner divide. The contributors to this edited volume begin to cross some of these constraining, artificial boundaries. Considering decentralization from an interdisciplinary, historical, and comparative perspective, they collectively explore why it has evolved in particular ways and with varied outcomes.
In addition to taking an atypically comparative perspective, the volume highlights the importance of an historical analysis of decentralization and links this to institutional and public policy outcomes. Placing decentralization in this context illustrates why it has taken dissimilar shapes and produced varying results over time in different countries. This in turn helps to clarify the types of institutions and conditions required for the development and survival of decentralization, paving the way for more creative thinking and informed policymaking. The countries covered include: Cambodia, China, India, Indonesia, Vietnam, Bolivia, Argentina, Mexico, Peru and Brazil.

In recent years, developing countries under fiscal pressure have increasing recognized significant weaknesses in their intergovernmental mechanisms for financing local infrastructure. Many countries are in the process of rationalizing poorly coordinated and subjectively allocated grant systems as well as loans. Such efforts, however, are typically undertaken independently of each other, often providing conflicting incentives for local fiscal behavior. I argue that the reform of grant and loan mechanisms should be explicitly linked to improve the overall effectiveness of the infrastructure finance system. The potential complications involved in designing grant-loan linkages, however, are considerable. I illustrate some key issues by examining the water sector in Indonesia, concluding with suggestions for how to think about creating such linkages in other sectors and countries.

Laura Reese and David Fasenfest highlight important conceptual, technical, and procedural issues regarding the relationship between values, goals, and results in the analysis of local economic development. Less insight is provided on how to make progress in resolving the difficult problems they outline. Experiences in developing countries, where analysts have long wrestled with similar concerns, indicate that improvements in designing, implementing, and evaluating local economic development policies can be realized by focusing on certain types of procedural reforms, including the use of multidisciplinary ex-ante policy appraisal; the adoption of a more broadly inclusive process to define, implement, and monitor local economic development policies; and greater emphasis on analysis of the specific institutional context in which local economic development policies must function. Recent work in the United States also suggests that policy makers should direct more attention to the critical problem of enforcing local economic development policy.
