Abstract: We are living in the grip of systemic corruption.  Networks of wealth-maximizers, brilliant exploiters of crisis, have seized control of institutions designed to serve the public.  The diversion of government funds to well-heeled insiders during the COVID pandemic is a glaring example.  But widespread crisis has also, historically, proven to be the downfall of kleptocratic networks.
