State of the Field: Data-Driven Program Development and Housing

Over the past decade, the growing adoption of open data and analytics software has increasingly informed both the public's awareness of housing challenges in low- and moderate-income communities and the programs that address those challenges. In New York City's housing space, these efforts have been particularly evident in the areas of tenant protection and neighborhood stability. Yet when policymakers are developing data-informed programs, some practical and ethical considerations may challenging to account for: for example, how can a targeted enforcement program avoid ensnaring unintended targets, and what should an appeal process look like? This talk and discussion will explore how to make the connection between data analytics and policy/program design in practice, with a particular focus on housing in New York City.

Sean Capperis is the Vice President of Policy and Analytics at the New York City Housing Development Corporation (HDC). He helps shape and implement HDC priority projects and special initiatives that address the most critical housing policy issues facing HDC and the City. Sean has over a decade of experience using analytics to identify, frame, and solve housing policy challenges. Before his time at HDC, Sean was the Executive Director of Policy Development and Special Initiatives at the New York City Department of Housing Preservation and Development, where he led a team focused on advancing data-driven tenant protection, housing development incentives, and place-based programs. Sean's connection to NYU's Wagner Graduate School of Public Service includes serving as Data Manager and Research Analyst at the Furman Center for Real Estate and Urban Policy and developing and teaching a course on advanced geographic information systems as an Adjunct Assistant Professor of Urban Planning. His career has also included roles at the New York City Department of Finance and in the city governments of Chicago and Pittsburgh. Sean holds a B.A. in Urban Studies and Writing from the University of Pittsburgh and an M.P.A. from NYU Wagner, where he was a David Bohnett Public Service Fellow.
