Anne Effland has been a senior economist for domestic policy in the Office of the Chief Economist of the U.S. Department of Agriculture (USDA) since January 2016. Her work focuses on the details and economic implications of U.S. domestic agricultural policies and on their international intersections. Prior to joining the Office of the Chief Economist, she was a senior research economist with the USDA’s Economic Research Service, where she focused on analysis of U.S. farm policy and domestic agricultural support in the international context. She received a Ph.D. in Agricultural History and Rural Studies from Iowa State University in 1991 and began her career at ERS as a historian, working on the history of agriculture and agricultural policy, farm labor, minorities and women in agriculture, and rural policy.
