A Capstone team was asked to analyze how the Management Analysis Unit at the Mayor’s Office of Operations was meeting the mission of Mayoral Directive 94-3. The Mayoral Directive 94-3 gives the Mayor’s Office of Operations (Operations) and the Office of Management and Budget (OMB) responsibility for oversight of New York City agencies’ overtime expenditures. The Capstone team conducted case studies of seven overtime intensive agencies: Administration for Children’s Services, Department of Corrections, Department of Juvenile Justice, Department of Sanitation, Department of Transportation, Human Resource Administration, and Police Department. In addition, the team examined current overtime monitoring and reporting activities at Operations, OMB, and the Office of Labor Relations. The results of these case studies were used as the basis of determining how well agencies were meeting the directive and what improvements to the system were needed.
