Analyzing Climate Risk Intergration in Transportation Asset Management Planning
The Office of the New York City Comptroller is responsible for overseeing the City’s financial health, auditing agency performance, and advancing policies that promote fiscal responsibility and long-term sustainability. The office plays a critical role in ensuring that public investments are both effective and aligned with broader economic and environmental goals. This work is especially important as New York City faces growing infrastructure needs alongside increasing climate risks and fiscal constraints. The Capstone team was tasked with evaluating how climate risk can be more effectively integrated into long-term infrastructure planning and maintenance practices. To do this, the team conducted a comparative analysis of transportation asset management practices across states, supplemented by a review of relevant literature and expert interviews. The project resulted in a set of recommendations to strengthen climate-informed planning, improve transparency, and support more resilient infrastructure investment decisions.
