Bridging the Gap Between English Language Learning and Language Access in New York City
The Mayor’s Office of Immigrant Affairs (MOIA) is a NYC government agency dedicated to advancing equity and inclusion for immigrant communities and multilingual New Yorkers through policy leadership, advocacy, and cross-agency collaboration. As federal priorities shift and funding declines, MOIA’s role is increasingly vital to protecting equitable access to education, civic participation, and economic opportunity. The Capstone team was tasked with examining the perceived tensions between English Language Learning (ELL) and Language Access (LA) initiatives. In practice, ELL and LA are designed and delivered separately, resulting in fragmented systems that can appear misaligned rather than mutually reinforcing. This structural separation forces individuals to navigate disconnected services instead of benefiting from an integrated pathway that connects immediate language access with long-term language development. Drawing on a historical review, policy analysis, and stakeholder interviews, the Capstone team highlights the interdependence of ELL and LA. The final report offers a comprehensive synthesis of research and interview findings, actionable policy recommendations, and a narrative-change toolkit to advance a more integrated and holistic framework for language equity across city agencies.
