The World Bank’s Social, Urban, Rural, and Resilience Global Practice works with partner countries to develop urbanization strategies that aim to reduce poverty while responding to climate change and promoting sustainable development. The Kenya Urban Support Program assists the government in implementing its Kenya Vision 2030 agenda with a particular focus on urban areas. The World Bank engaged the Capstone team to support the coastal city of Mombasa with its climate adaptation plan, specifically in improving its insufficiently developed and underperforming solid waste management system. The team conducted an analysis of existing national- and local-level legal frameworks pertaining to sustainability and climate change adaptation and mitigation strategies, identifying gaps in current solid waste management policies and their implementation. The team also interviewed key stakeholders, including government officials, industry experts, private sector actors, and community-based organizations. The team’s final report documents the status of Mombasa’s solid waste management system, assesses how it relates to national and local climate adaptation goals and frameworks, and outlines possible avenues for improvement.
