Founded in 2010, the Institute for Child Success (ICS) is a research and applied policy nonprofit organization, focused on the success of all young children through advancing research, human, and equity-based public policies. ICS seeks to address how communities can design and implement equitable, sustainable, and politically viable state and local funding mechanisms to address the persistent funding gap for early childhood care and education (ECCE). ICS collaborated with a team to develop a comparative policy brief on state and local funding mechanisms for ECCE, synthesizing evidence-based insights and practical considerations for policymakers and advocates. The team conducted robust research of nationwide child care tax and fiscal policies and conducted stakeholder interviews to inform and support audiences interested in early childhood education policy. Using findings from research and stakeholder engagement, the team produced a policy brief outlining state and local fiscal mechanisms for communities looking to fund ECCE, along with an advocacy guide that shares best practices and key considerations for just and sustainable policy development and implementation.
