The enactment of New York State’s Good Cause Eviction Law in April 2024 established a pivotal regulatory framework requiring landlords to demonstrate "good cause" for evictions and capped annual rent increases at 5% plus the Consumer Price Index. This study evaluates the legislation’s initial impact on New York City’s housing stability using a quasi-experimental design, specifically employing Difference-in-Differences and Interrupted Time Series (ITS) analyses to compare eviction filing trends between covered and exempt properties. Results are presented conservatively due to data limitations that only capture formal court filings, potentially missing "informal displacement" occurring through private lease non-renewals. To maximize policy efficacy, this research recommends strengthening enforcement through hyper-local awareness campaigns in high-risk neighborhoods, establishing a centralized public database to clarify building coverage status, and implementing a mandatory registry for lease non-renewals to track displacement occurring outside of the judicial system.
