Special Education in the United States
The United States special education system evolved from an exclusionary model into a rights-based framework. Focusing on New York State, this project examined how early intervention and inclusive models expanded educational opportunities. This issue was critical because, despite legal protections, persistent gaps in funding, staffing, and implementation constrained educational equity. The project assessed whether legal protections alone ensured effective special education. The team employed policy analysis, classroom observations in a Queens elementary school, and a review of legal frameworks and educational data. The research concluded that structural deficiencies continued to compromise instructional quality and students' long-term development. The final thesis offered policy recommendations to improve the future of special education, emphasizing that legal mandates must be supported by adequate resources to achieve true equity.
