Youth Development in Atlanta: A Framework for Sustainable Investment

The City of Atlanta’s Mayor’s Office of Policy and Partnerships is tasked with addressing Atlanta’s historical inequities through the Neighborhood Reinvestment Initiative. To support this mandate, the Mayor’s Office engaged a Capstone team from NYU Wagner to develop innovative financing models to sustain future youth development. Research revealed that operational fragmentation, internal capacity gaps, and the absence of a unified framework and metrics system currently impede systematic progress. Through a literature review, landscape analysis, and metrics assessment, the team identified baseline requirements, including standardized operating procedures and centralized data governance, that must be met to ensure innovative investment readiness. The team proposed a five-phase strategic framework to transition Atlanta from a fragmented, program-based model to a high-impact, systematic youth development ecosystem. By restructuring internal governance and aligning multi-sector stakeholders around shared outcomes, Atlanta can move beyond discretionary support toward a sustainable, equity-centered investment architecture that transforms life outcomes for Atlanta’s youth.
