Reflections from the 2023 Henry Hart Rice Urban Policy Forum: A Dynamic Policy Dialogue

On October 18, 2023, NYU Wagner hosted its annual Henry Hart Rice Urban Policy Forum, a hallmark event that brought together a diverse community of students, alumni, and faculty to delve into the pressing challenges that confront New York City. 

The forum's featured guest speaker was Brendan R. McGuire, the former Chief Counsel to New York City Mayor Eric Adams. McGuire's extensive background, including his tenure at City Hall and his legal expertise, provided a unique perspective on urban policy and governance. His insights were informed not only by his role as Chief Counsel but also by his past experiences, such as his partnership at the esteemed WilmerHale law firm and his service as an Assistant U.S. Attorney for the Southern District of New York.

McGuire's personal connection to the NYU community was equally noteworthy, as he is the son of an alumna of NYU's Robert F. Wagner Graduate School of Public Service. This connection underscored the enduring impact of our institution on the lives of its alumni and their families.

During the forum, McGuire led thought-provoking discussions on a range of pivotal challenges facing New York City. Attendees had the privilege of engaging with topics of paramount importance, including the "right to shelter," the future of Rikers Island, federal and state funding for New York City's priorities, and the capacity of the City Council to address complex and multifaceted issues. McGuire's expertise and experiences within the legal and policy spheres made his contributions particularly insightful.

We are pleased to have had an open forum discussion enriched by questions and commentary from the audience, including our newest Rice Fellow, Will Viederman, a Master of Public Administration student at NYU Wagner. The Henry Hart Rice Urban Studies Fellowship, endowed by the Rice Family Foundation, supports students dedicated to addressing significant urban issues with their scholarship and expertise.
