Routes of Entry
The majority of students in the doctoral program enter with a previously
earned master's degree. Students with only a bachelor's degree may be admitted
to the doctoral program provisional upon the completion of a year of master's
study.
Maintaining Current Student Status
All doctoral students must maintain continuous matriculation for their degree, and no degree may be awarded to a student who has not maintained continuous matriculation.

Please note that upon completion of all coursework, students may only 'maintain matriculation' by payment of fees for one academic year. Thereafter, students must enroll in P11.3901, Research in Progress.

In addition, students choose other courses based on their interests and on the number of credits needed to complete the degree.
It is strongly recommended that students begin taking coursework in their chosen fields of specialization, and in the Research Methods courses in particular, as early as possible, preferably during the first year of study.
The major purpose of advanced coursework is to develop expertise in research methods and two fields of concentration, at least one of which must be management, policy, or finance; the other may be urban policy, health policy, or a customized field option (with permission). At a minimum, 32 points of coursework must be completed through Wagner and/or other graduate divisions of New York University.
Actual course selection varies based on the interests and background of each student. Students are encouraged to consult with their faculty advisor regarding course selection. Field descriptions are available on the website to assist students with course selection and preparation for the comprehensive exams.
