Cesar J. Lopez is an associate general counsel for the Texas Hospital Association. As part of THA’s legal team, Cesar helps manage all of THA’s internal and external legal matters, and assists with state and federal advocacy efforts before regulatory agencies and the Texas Legislature. Cesar has published articles on medical damages in the Texas Tech Law Review, presented to statewide audiences on hospital operation and legal issues, and regularly supports THA members before various Texas courts and the Texas Supreme Court.
Before joining THA, Cesar was a part of the legal team at Group Health Cooperative (now Kaiser Permanente of Washington), in Seattle, Washington. Cesar also worked with the Washington State Hospital Association, MultiCare Health System, The Polyclinic, a large physician-owned practice, and has nearly a decade of prior experience as a litigator.
A South Texas native, Cesar earned a B.A. from Trinity University, a J.D. from Albany Law School, an LL.M. in health law from the University of Washington School of Law, and has studied at Oxford and in Latin America. Cesar currently serves as Chair of the Austin Bar Association Health Law Section, is a board member for a retreat center located near Austin, TX, and regularly lectures throughout Texas on end-of-life and advance care planning issues.
