Professor Elaine Lu has dedicated the past two decades to researching the integration of government performance information into decision-making processes, especially in budgetary decisions. In addition to many peer-reviewed journal articles, one of her significant achievements is co-authoring the book "Public Performance Budgeting: Principles and Practice" with Dr. Katherine Willoughby. This book received the inaugural Best Book Award from the Association of Budgeting and Financial Management in 2022. Elaine Lu is the Editor-in-Chief of the International Journal of Public Administration in addition to being an editorial board member for several journals.
Throughout her career, Elaine Lu has actively engaged with various professional associations (ABFM, APPAM, NASPAA, ASPA) in multiple capacities, which demonstrates her commitment to the advancement of the field. Her involvement includes being a board member and Chair of the Wholey Award Committee of the Center for Accountability and Performance, a commissioner of NASPAA's Commission on Peer Review and Accreditation (COPRA), and a co-chair of the Public and Non-profit Management and Finance track of APPAM (2023), among other roles. She is an accomplished and highly regarded professional in the field of Public Policy and Administration.
In addition to her academic and research endeavors, Elaine Lu is passionate about translating knowledge into practical policy recommendations. She has conducted funded and pro bono work for both domestic and international organizations. In recognition of her exceptional international service, Elaine Lu received the Julia J. Henderson International Award from the Section for Women in Public Administration (SWPA) of the American Society for Public Administration (ASPA) in 2019.
Beyond her professional achievements, Elaine Lu is devoted to promoting social mobility for students and encouraging leadership among individuals from diverse backgrounds, particularly those underrepresented in public service leadership. She believes in collaborative teamwork and seeks innovative solutions to drive organizational transformation. Elaine Lu is an alumna of the University of Georgia.
