Kaitlyn G. O’Hagan is an experienced quantitative researcher studying K-12 education policy and finance. She received her PhD in Public Administration from the Wagner School of Public Service at New York University, where she was an IES-PIRT fellow. Kaitlyn is currently a Senior Analyst at the New York City Independent Budget Office (IBO), where she manages research projects on school finance, school infrastructure, and other education policy topics.
Prior to earning her PhD, Kaitlyn was a Senior Financial Analyst at the New York City Council, where she was responsible for analyzing and reporting on the City’s $33 billion Department of Education expense budget and the $50 billion citywide capital budget, as well as overseeing Council-funded education initiatives totaling over $30 million. Before her work in the Council’s Finance Division, Kaitlyn served as Budget Director for a Council Member in the Bronx and a government relations assistant at a top-10 NYC lobbying firm.
