Auto-Assignment of individuals into Mandatory Medicaid Managed Care (MMMC) plans is sometimes cited as an indication of poor education and outreach efforts. The Capstone team investigated, via literature and key informant review, the utility of auto-assignment rates as a component of evaluating MMMC implementation, and found that there was little consensus regarding the measure’s meaning. To help address this gap, the Capstone team researched outcome measures that would provide a fuller picture of the effects of auto-assignment, and crafted a methodology for future HCFA monitoring activities. These recommendations will inform HCFA’s ongoing efforts to determine whether auto-assignees and those who voluntarily select a health care plan have significantly different experiences and outcomes.
