An Evaluation of the GOALS System

Since 1998, the New York City Department of Juvenile Justice (DJJ) has operated an accountability and performance management tool known as the Group-Oriented Analysis and Leadership Strategies (GOALS) system. Based on a set of performance measurement indicators aimed at tracking performance in a number of key areas (i.e. health, mental health, security, court services), the purpose of GOALS is to provide a reporting and accountability structure for detention facility managers and staff. GOALS information is also designed for use in creating an impetus for continual improvement in facility management by refining internal policies and procedures based on indicator trends. The Capstone team was asked by DJJ to evaluate the GOALS System. Through best practices research, DJJ and facility manager and staff interviews, and a key user survey, the Capstone team conducted a thorough review of the GOALS system. The Capstone team provided DJJ recommendations for further development of the GOALS system, including: clarifying its organizational mission; improving data collection and analysis; setting performance targets; and creating management and staff buy-in to the system.
