The Capstone team acted as part of an international consulting team to The Royal Government of Cambodia’s Ministry of Economics and Finance. A workshop was held on 15th and 16th March 2001 in Phnom Penh for key government officials and staff. This was the first workshop in a series to develop measures that would facilitate implementation of devolved fiscal systems and processes supporting the political and social development of commune and village units in Cambodia. The Capstone team prepared three analysis papers on Intergovernmental Transfers, Commune Own-Source Revenues and Implementation Strategy whilst constructing the terms of reference for three sub-committees of the governments Fiscal Decentralization Task Force, namely Financial Management Systems, Intergovernmental Transfers and Commune Own-source Revenues. The Capstone team also planned the schedule of the workshop in Phnom Penh where their papers were presented, and they helped to prepare materials for subsequent workshops to be held in May and June.
