New York City is composed of five boroughs/counties, each having a different District Attorney. Because each District Attorney’s office has its own method of managing its arrest to arraignment process, the New York Police Department (NYPD) is operating within five different systems. The Capstone team evaluated the performance of the various arrest to arraignment processes on behalf of the NYPD’s Office of Management Analysis and Planning. Through comprehensive review and analysis, the team has made recommendations on how the NYPD and the different District Attorney offices can improve the effectiveness and cost-efficiency of arrest to arraignment in New York City.
