Mandatory Medicaid Managed Care-Phase I Analysis, Impact, and Projections

The Capstone team was asked to examine the impact that Mandatory Medicaid Managed Care enrollment has had on the Gouverneur Diagnostic and Treatment Center (GDTC) Medicaid population base. A 1000 patient cohort of GDTC Medicaid recipients residing within a mandated zip code area were isolated, and their behavior was analyzed over a two year period, pre and post mandate. The database analysis focused on behavioral patterns as indicated by changes in utilization, enrollment, and disenrollment. Following the database analysis, the financial impact of these changes was examined. The Capstone team provided objective measurements that can be used in planning a strategy for survival in this new environment, as well as the potential for growth over the projected five-year enrollment period and beyond.
