William F. Ryan Community Health Center receives grants from the federal, state, and local government agencies to conduct HIV counseling, testing, and referral services in New York City. The Center is authorized to conduct “waived testing,” which is testing conducted in a non-laboratory or non-clinical setting that requires significant attention to quality management. The resident was involved in customizing a van funded by the Centers for Disease Control (CDC) to conduct outreach, HIV counseling, testing, and referral to hard-to-reach populations in New York City. The resident’s primary functions included serving as a liaison between the Center and various contractors involved in the project; working with a multidisciplinary team to develop a quality management program; and developing a training manual for the staff in the Counseling, Testing and Referral Program.
