Offshore Wind Power in New York State: Stakeholder Survey and Review

This is the first offshore wind stakeholder survey conducted in New York State. It examines the

opportunity and policy landscape, describes the survey methods, and details the key findings

from the data. A literature review examines the opposition points for validity and explores

mitigation measures. Finally, an examination of similar studies provides a path forward for a

successful offshore wind project and pitfalls to avoid.
