This course introduces students to basic statistical methods and their application to management, policy, and financial decision-making. The course covers the essential elements of descriptive statistics, univariate and bivariate statistical inference, and introduces multivariate analysis. In addition to covering statistical theory the course emphasizes applied statistics and data analysis. The primary goal of this course is to introduce these basic skills and encourage a critical approach to reviewing statistical findings and using statistical reasoning in decision making.
The public/nonprofit administrator, whether primarily concerned with management, policy or finance, is called upon to manage or becomes involved in a wide variety of conflicts. Conflict is ubiquitous - within and between organizations and agencies, between levels of government, between interest groups and government, between interest groups, between citizens and agencies, etc.
This course is a general introduction to nonprofit management, with heavy emphasis on practical application. How do nonprofit organizations actually function? How do they attract “customers?” How do these companies grow when there are no owners with financial incentives to grow the business? What are the core elements of a “good” nonprofit company? What are the metrics for determining the health of a company without profit? And, what, exactly does nonprofit even mean?
This course will explore the public realm in New York City -- with a focus on libraries, parks and streets. It will consider how these components of our infrastructure were first built and how we maintain, manage and, in particular, share these spaces today. The course will look at how the City and other stakeholders balance competing demands, how conflicts over access to these public places have been resolved, and what larger issues are at play in these dialogues.

Traditionally, governments have the ultimate responsibility for assuring the conditions for their people to be as healthy as they can be. In this sense one of the fundamental societal goals of health services may be considered the health improvement of the population served and for which the individual government is responsible. As our understanding of the multiple determinants of health has dramatically expanded, exercising this responsibility calls for a national health policy that goes beyond planning for the personal health care system and addresses the health of communities.
This course incorporates topics of planning and financial decision making as applied to health-care organizations. This course will cover two main topics:
-Financial analysis both as a proactive exercise and a tool for organizational control.
-Issues of budgeting, cost determination, pricing and rate setting in a healthcare environment.
Community Organizing is for those who could imagine running national or local advocacy organizations that make change happen or anyone who wants to understand the art of community organizing. It will provide an overview of and training in contemporary community organizing practice in the United States. This includes defining what community organizing is and identifying its value base; exploring the strategies, tactics and activities of organizing; and thinking about marketing, language and evaluation.
Understanding geographic relationships between people, land use, and resources is fundamental to planning. Urban planners routinely use spatial analysis to inform decision-making. This course will introduce students to Geographic Information Systems (GIS), a tool to analyze and visualize spatial data. The course will emphasize the core functions of GIS: map making, data management, and spatial analysis. Students will learn cartographic best practices, how to find and create spatial data, spatial analysis methodology, and how to approach problem solving from a geographic perspective.
Sustainability requires the efficient use of resources. The least carbon- and energy-intensive pattern of settlement today is in compact, walkable cities whose integrated networks of infrastructure that allows us to move, eat, drink, play, and survive extreme weather. As our population shifts to urban and coastal areas, we will need to build more infrastructure systems to accommodate growth and to increase sustainability. This course introduces graduate students to the field of community wealth-building and the movement for a solidarity economy. Students will examine the role of public policy in shaping racial inequality in the U.S.; ways that community groups have organized against redlining and for access to capital and neighborhood equity; strategies for ensuring community-led economic development and a just transition from an extractive to a regenerative economy; and technical tools needed to advance cooperative economics and locally-controlled development.
The course introduces students to the basic tools of real estate analysis and finance. The development and redevelopment of urban real estate, especially housing, is examined from a public policy perspective. Students will learn the acquisition and development process and master the basics of project-level real estate economics. Emphasis is on the financial structure of real estate projects, including tax implications, and how a variety of public policies can influence private development activity.
This course examines key ideas in the history and theory of planning. We start with some challenges of 21st-century urbanism to activate our conversations about the history and theory of planning. Does the historical and theoretical apparatus of planning equip us to deal with 21st-century urban formations and problems? Are the forms of contemporary urbanism categorically different from those of the past? Are the techniques and methods of planning bound to the American context, or are they also suitable for other social and political contexts?
Standard economic theory assumes that individuals are fully rational decision-makers; however, that is often not the case in the real world. Behavioral economics uses findings from lab and field experiments to advance existing economic models by identifying ways in which individuals are systematically irrational. This course gives an overview of key insights from behavioral science and identifies ways in which these findings have been used to advance policies on education, health, energy, taxation, and more.
This course serves as an introduction to those evaluation tools most commonly used to assess the performance of programs, services, and policies in both the public and private sectors. Topics include needs assessment; explication and assessment of program theory; implementation and process assessment; research design, measurement, and sampling for outcome and impact evaluation; and the ethics of conducting program evaluation. The focus is on critical analysis and understanding of both the underlying programs and their evaluations.
In this course, we will study “shari’ah,” the primary legal and ethical tradition of Islam. First, we will briefly cover the historical development of shari’ah. Then we will turn to the contemporary era, and examine the articulation of shari’ah in regard to a variety of concrete issues. It is hoped that by the end of the course, the student will have a greater appreciation for the complexity of shari’ah, and its continued relevance in today's legal and ethical debates both nationally and internationally.
