Special Note: This section of the course includes an opportunity to learn in context -- via visits to organizations in New York City. Visits are likely to include a UN agency, a private foundation, a business promotion agency, and a government bureaucracy devoted to delivering public services.

This course is about the pursuit of development opportunities under adverse circumstances. It is defined by three main characteristics. First, the course introduces students to the theory and practice of institutional and governance reform in developing countries. Instead of analyzing the perceived pathologies of underdevelopment or the follies of foreign aid, we review the evolution of international development thinking and analyze how its practitioners have been trying to create jobs were they do not exist. Then, we analyze how government bureaucracies can enhance their capacity to deliver public services. Second, classroom lectures and discussions are complemented by field visits to multilateral, public, private and non-profit organizations based in NYC. Finally, all these activities will take place from Friday, Jan. 6 -- Friday, Jan. 13 (check Albert for exact course meeting time). By the end of the course, students will be a step closer to becoming reflective practitioners, i.e. professionals endowed with a sophisticated grasp of the art, science, opportunities, limits, and dangers of action in the international development field.
