PADM-GP 4700 Topics in Public Policy: Capital Markets for Public Service Organizations

Course Description: 

Capital Markets provide the financing necessary for public sector entities to function, including state, city and local governments, government entities providing essential services (e.g. transportation authorities, school districts), and not-for-profit entities delivering social goods (e.g. hospitals and universities). Public sector entities access a wide range of financing mechanisms, including the ~$4trn municipal bond market, real estate funding vehicles, bank credit, and public private partnerships involving private equity and infrastructure investment. Understanding the context within which these financing mechanisms function, as well as the broader regulatory framework governing capital markets, is a foundational knowledge base essential to financial management. This course provides a detailed introduction to capital markets over 6 weeks, while allowing students to explore an emerging area of capital markets (e.g. ESG issuance) in the form of a final project presented in the 7th and final session. Further, students will gain exposure to an array of market participants in the form of guest speakers – ranging from investment banking to ratings agencies to investors.
